Instead, the resident, worker, road user or traveller experiences first-hand and day after day the effects of building decisions that were taken about him but without him. But the tide is starting to turn. The ramifications of the declining population growth and the credit crisis in particular could in fact serve as a catalyst for a new playing field: growth has stagnated, sales are no longer guaranteed, the user is able to choose. The emphasis will also shift from new stock to the renewal of existing stock. In other words: sustainable development and management, with more room for private commissioning practice and tailor-made construction with carefully planned product-service combinations.
